We're we're gonna go over instructions which we will give to our council, let's say, council later this morning after the floor. Members of the committee you have, memo which I will go over briefly. And I what I want to know right now is is this memo okay to give to our council? That's really it's it says cc it says to legislative council, and we have formally said to them, this is it. So what this is is instruct drafting instruction. And the question is, is it okay to draft the instructions? And I got from all of you a hi, Saudi. It's it's I got all of this from you at one point or another, everybody's saying, but I just wanna make sure I haven't the most important thing is it was last night. The question is, is it accurate? What's changed so as you can see, first, I'm telling them what about non chip stuff? And this is what I came up with. I know Cameron has some stuff that he's a few little minor changes that he's got that he's gonna show us. I'm telling him to put s one sixty nine in. The first is and and you remember there's a section that says, if we're gonna debussy when they approve this, they have to show that it's in one of these areas. And there's tier one a and b and expansion areas, etcetera. But I'm adding something for tier two. This is not twenty twenty eight. This is now. Okay? And I'm saying if it's in air in tier two, it's planning, zoning, etcetera. And if it would be eligible for future one when the improvements come play and how the project are complete. Then the other thing I'm doing is remember this section twenty twenty one a at the very end that becomes effective in and it's it just says tier two. And what what when I asked Charlie Baker for [Speaker 1 ]: and I talked to [Chair Marc Mihaly]: the share of environment, was some reasonable way of anticipating that they're gonna be, in twenty twenty eight certain areas of tier two which are susceptible to development much more than others. And he said, well, yeah, there's something already underway. And I said, what is it? What is it? And he said they're called transition or infill areas, and they are areas that you can see the language. I I took the I took the language and put it right in here in the memo so you can see it. Include areas of existing or planned commercial office mix use development or residential uses either adjacent to a planned growth or village area or a new standalone transition or infill area that's served by or planned for public water, wastewater, or both. K. And I thought, wow. That's pretty good definition. And so the intent is the slide is is to transform those areas into higher density mixed use settlements or residential neighborhoods through infill development or heat development. So the mapping is underway now. It'll certainly be complete before twenty twenty eight. So I used that. Yes, Joe. [Member Joseph Parsons]: Not having looked this up, if anyone remembers. This is the section that I had a problem with the part where it said that in a flood plain, you can do that. And fill. [Chair Marc Mihaly]: The actual in what act one eighty one? Yeah. So as long as the two houses next to you are in a flood plain, you can build in a flood plain. Seems ridiculous. So I'm just making I just wanna make sure that we're not somehow, like, moving that into this. [Chair Marc Mihaly]: That we're kind of, like Building out of house. The most I can say to you is I call today. I can call Fairley Baker on the phone. Remember him? Yep. I'll call Charlie or Catherine Dimitrick on the phone, and let's ask them. I I just don't know. [Chair Marc Mihaly]: On low mod, I said take it to eighty from seventy to eighty percent for lower mod housing that's affordable for the life of the dead. I said, no. That's wrong. It should say add a provision and then allow allow for a project containing. That's right. I got asked this question. Is it just the low mod that gets the benefit? And I said, no. It's the whole project. It's for the infrastructure for the whole project that gets the benefit of that. And I've told Charlie Kimball, and I will tell the chair, this is a placeholder. I said the committee feels like this is worth exploring. If you have information that would lead to a bigger spread or more incentives or different numbers, you you know, the only concern we have is that what's left is suitable and is enough to actually create the help financing infrastructure of the project in a meaningful way. [Member Joseph Parsons]: And with this program, there's no way to keep tacking things on to make it drawn out longer that you have have the debt. Right? [Chair Marc Mihaly]: You know, the debt, I think this is what I think. [Member Joseph Parsons]: Let's incur [Chair Marc Mihaly]: the debt. Is what it is. In other words, you go out and get twenty percent. The bond council and the bond bank decide the length of the bond that you wanna go for. Do you want it's usually twenty years. Sometimes it's thirty. Yeah. But it's a question of the market. [Member Joseph Parsons]: I I just wanna make sure that you couldn't ten years in on that original project [Chair Marc Mihaly]: Right. And my reaction to those is they should have gone. They were not that memo was not sent. It was sent to all of us. It was not sent to the Commerce Committee. I forwarded it to the Commerce Committee chair, vice chair, and administrative assistant and told them we're marking the bill this afternoon. If any of these really matter, keep that a check. Okay.
